The sector has recovered strongly from the COVID disruption, but three structural challenges remain: credit access (only 16% of MSMEs have formal credit), digital adoption (fewer than 8% have a digital presence), and formalisation (40% remain outside the GST net).
The government's policy response has been substantial — CGTMSE reform, TReDS expansion, PM Vishwakarma, ONDC for MSMEs, and the new PLI-linked MSME clusters. Most MSME owners do not know what they are entitled to.
